Probably not. If you could, it would be on lowest settings w/ maximum lag. Vista is already a drain on your RAM, and the Intel GMA 950 card isn't really a graphics card per se. It simply uses your systems RAM to process graphics. Get a new graphics card and a new processor, if necessary...but you really need to get an actual graphics card.
