My computer is all messed up?

My desktop won't load on windows xp but I know I have to type explorer.exe into processes. The problem is, I can't open the task manager because of a virus that says the admin has restricted use of task manager. Also my start toolbar won't load either so I can't even go on the Internet to download something to remove restrictions. I seem to be in a paradox and I don't know what to do so please help!
