I have a question about my mother in law that smokes and takes mucinex?

My Mother in Law has been smoking for a very long time. Her doctor gave her Mucinex to unclog the congestion in your lungs. My question is will it take away the congestion if she keeps somking? How does smoking make you get congested? Thanks
