I overclocked my CPU from 2.5Ghz to 3.16Ghz in the bios and CPUZ shows 3.16Ghz but Windows oddly says 4.16Ghz?

Did I do something wrong with the overclock or is it just Windows screwing up? I have a multiplier of 9.5 and a FSB of 333Mhz. The reported windows speed is as if I have a multiplier of 12.5, which is the max for this chip (Intel e5200).
