Heard all ACT test scores and PSAT test scores to be obsolete?

my teacher at my college told us that all ACT test scores and PSAT scores will be pretty much thrown out the window as of next semster at all colleges im not sure if she ment all colleges in my state or everywhere. has anyone else heard anything about this. i know she keeps making a big deal of it as she says "having a degree will be meaningless if anyone and everyone can go to college" i personally believe that people go to college to better them selves not to slack off and get a degree for doing nothing. but just wanted to know if anyone else had heard about the ACT PSAT scores not counting anymore towards college. she said all that will be required is a comp placement test.
